Minutes of the meeting of the Development and Planning Committee
held in The Stevenson Centre on Monday 22 October 2007

1) Apologies for Absence
Apologies were received from Cllrs J.R.A.Sayers, H.N.Todd, R.I.Wade and D.M.Walton.
2) Declarations of Interest, Gifts or Hospitality
Cllr Beer declared that he is a Suffolk County Councillor, Babergh District Councillor and Sudbury Town Councillor. Cllrs Newman and Mrs Todd declared that they are Babergh District Councillors. These members also asked that it be noted that their views expressed at this meeting would be based on information available at the time and might not be the same as those expressed at meetings involving other councils.
3) Chairman’s Announcements
Cllr Mrs Jackson expressed her sadness at the resignation of Mrs Christina Baker, stating that Mrs Baker had done a great deal of work on planning matters for the Village, particularly on the Local Plan and a number of large planning applications.
4) Items Brought Forward
a. Broom Street, footpath/flower bed adjacent to the Queens Arms
The Council Manager stated, that BDC had rejected this Council’s claim that this is a Breach of Planning and have passed the matter to SCC.
AGREED the Council Manager to contact SCC, advising that the site has not been visited recently and the ‘rounding’ of the wall has not been taken into consideration. The PC suggest a site visit takes place prior to the site being adopted, therefore allowing the cost of paving to still fall to the Developer.
b. Parking on Shawlands Avenue
Cllrs H Todd and Mrs Todd to report back once a response is received from BDC.
AGREED to add the steep slope on Minsmere Way to the IBF list. The Council Manager to contact BDC for the latest position on the matter.
5) Correspondence
a. Request for Dog Bin in Hartest Way
Agreed to RECOMMEND to full Council that a new bin be placed half way along the walk-through that runs to the Recreation Ground.
6) New Planning Applications
i) B/07/01592 – 19 Cornerth Crescent
Erection of two semi-detached two-storey dwellings
Recommended – REFUSAL
a. Over development of site
b. Concerns over access
c. Lack of parking
ii) B/07/01671 – 44 Pot Kiln Road
Erection of detached double garage
Recommended - APPROVAL
Meeting closed at 7.26pm
