1) Apologies for Absence
Apologies were received from Cllrs.Mrs.F.A.Jackson, J.R.A.Sayers, R.I.Wade
2) Declarations of Interest, Gifts or Hospitality
Cllr Beer declared that he is a member of Suffolk County Council where he sits on a roads and transport committee, and of Babergh District Council where he is Vice Chairman of the Planning Committee. Clrs.H.N.Todd and Mrs C. Todd declared that they are Babergh District Councillors. These members also asked that it be noted that their views expressed at this meeting would be based on information available at the time and might not be the same as those expressed at meetings involving other councils.
3) Confirmation of the Minutes of the Meeting on 9th & 23rd June 2008
The Minutes having been ratified by full council on the 14th July 2008, were duly
signed by the Chairman there being no further amendments
4) Chairmans Announcements
The Chairman reported that Cllr Beer had asked a formal question at the last meeting of Babergh DC Planning Committee concerning the Development on land off Stevenson Approach and the lack of enforcement action taken by Babergh officers.
The written answers received from Babergh were read to the meeting and it was agreed that at this stage unless or until a breach of the conditions required to be fulfilled prior to first occupation occurred, then the Parish Council could take no further action.
5) Items Brought Forward
a. Broom Street development road surfacing
No reply had been received from the County Council.
b. Parking On Shawlands Avenue
Some of the proposed new parking spaces have been completed and Cllr Mrs Todd confirmed that the rest of the spaces would be completed in the Autumn.
d. North Cornard Regeneration Group
The Chairman commented briefly on the current situation concerning the Poplar Road development.
6) To consider advisory road markings in Scofield Court
Proposed white lines, which indicate an area of no parking at the entrance to Scofield Court were discussed. Views were expressed both for and against the scheme and, following a formal proposal it was agreed to RECOMMEND to Council that they support the white line scheme.
7) New Planning Applications
i) Notice of Appeal
B07/0177/CMA Extraction of sand and gravel from land at Chilton Estate including the restoration of the land to agriculture with woodland and hedgerow planting and new wildlife habitat, together with the erection and use of a concrete batching plant, aggregates bagging plant and construction and demolition waste recycling plant.
The Council had opposed this application prior to its refusal and a letter will be sent to the inspector drawing attention to these objections.
ii) B/08/: Extraction of sand and gravel from land at Chilton Estate including the restoration of the land to agriculture with woodland and hedgerow planting and new wildlife habitat; erection and use of a concrete batching plant, aggregates bagging plant and aggregates recycling plant.
This is a large and complex application to which the Committee felt unable to respond at short notice. The Council Manager will, in common with adjoining parishes, seek an extension to the time allowed for response. The Council may consider the application at an extraordinary meeting of the Council on 18th August.
