Minutes of the meeting of the Development and Planning Committee

held in The Stevenson Centre on Monday 12th June 2006

1)            Apologies for Absence

           None

 

2)        Declarations of Interest  

           Cllr.J.R.A.Sayers declared a Personal Interest with regards to his membership

           of Babergh District Council and Sudbury Town Council.

 

            Cllr.Mrs.Baker advised that she had been given a bouquet of flowers and a large

           box of chocolates from a member of the public to express their thanks for

           Cllr.Baker’s assistance on a planning matter. The chocolates had been brought

           to the meeting for all the councillors and any members of the public attending to

           enjoy.

          

3)             Planning Application considered out of Committee

          

i)                   B/03/01504/FUL/CT – Sudbury Rugby Union Football Club and

                      Land off, Bures Road

                      Erection of 306 dwellings and construction of vehicular accesses and

                      estate roads. (AMENDMENT TO ORIGINAL)

                      Recommended – APPROVAL

          

ii)                 B/05/01404/FUL/GP – Hillside Retirement Home, Kings Hill

                      Erection of single-storey side extension (AMENDMENT)

                      Recommended – APPROVAL subject to

                            a)        The material matching eg. White brick slate.

                            b)        The windows to be 6 x 6 panes.

 

              iii)      B/06/00202/RES/GP – 138 Bures Road

               Part Submission of details under O.P.P. B/04/02093/OUT – the siting,

               design and the external appearance of the building, the means of access

               thereto and the landscaping of site to 1 no. two-storey detached dwelling.

               Recommended – APPROVAL

a)        The building line for the replacement bungalow should be in line with

        No.136 and for the new house, in line with No.142.

b)        The entrance/access should be large enough to be a ‘shared’

       access.

c)        Planting/screening between the new and existing properties should

       be improved.

d)        The ridge height on the new bungalow should not be higher than

       no.136, and the new house should be kept as low as possible, so as

       not to overpower No. 142.

e)        The design of the new house, which has an overbearing brick sidewall facing No.142, should be improved. More sensitive use should be made of roof tiles and bricks.

 

            iv)     B/06/00655/FHA/RM – 14 Layzell Croft 

                    Erection of first-floor side extension above garage and conversion of

                    garage to additional living accommodation. Erection of single-storey rear

                    extension.

                     Recommended – APPROVAL

 

            v)     B/06/00663/FHA/GP – 42 Butt Road

                     Erection of single-storey side extension

                     Recommended – APPROVAL subject to

                     a)   The hedge must be replaced if removed during construction.

                     b)   The fence panels as above.

                     c)   The ridge height MUST be the same as the neighbours.

                     d)   All material must match.

                     e)  Take care of public footpath which runs alongside.

 

           vi)    B/06/00687/FHA/GP – 3 St.Andrews Road

                    Erection of first-floor side extension

                    Recommended – APPROVAL subject to there being no objections from

                   the neighbours.

 

           vii)  B/06/00691/FHA/RM – 6 Layzell Croft

                   Erection of a rear conservatory

                   Recommended – APPROVAL

 

        viii) B/06/00709/FHA/GP – 24 Queensway

               Erection of two-storey side extension (following demolition of existing

              garage).

              Recommended – APPROVAL subject to there being no objections from

              the neighbours and the party walled act adhered to.

     

       ix)   B/06/00721/FHA/DB – 29 Mallard Way

               Erection of first-floor front extension.

               Recommended – APPROVAL subject to there being no objections from

              the neighbours and that the rainwater discharge has been properly

              looked into. 

 

       x)     B/06/00732/FHA/GP – 1 St. Andrews Road

              Erection of single-storey rear extension; first-floor side extension and

              single-storey front extension.

              Recommended – APPROVAL

 

      xi)     B/06/00734/FHA/RM – 32 Cats Lane

              Erection of a rear conservatory (existing conservatory to be demolished).

              Recommend – APPROVAL

 

     xii)    B/06/00757/FUL/DB – Farm Shop at Wheldons Fruit Farm Shop,

             Joes Road, Newton, Sudbury

       Erection of farm shop (to replace existing ‘pick your own’ and farm shop located 

       elsewhere on site)

       Recommended – APPROVAL but believe any permission should take account

       of the following: -

a)        The two-storey building should be single storey; a two storey would require

       extensive screening from Grassmere Cottage.

b)        Outside lighting should be low level and not on 24 hrs.

c)        Shop hours should be restricted to 9am-6pm (Not 10pm and 10am –4pm on Sunday.

d)        The ‘Barn Style’ is appropriate but should be brown or green, not black.

e)        The increase in traffic is also a concern.

 

    xiii) B/06/00769/FHA/RM – 36 Pot Kiln Road

            Erection of two-storey rear and side extension and insertion of dormer

           windows in front elevation.

            Recommended – REFUSAL

            This is an oversized development of the existing bungalow.

            a)  Doubles the existing footprint.

            b)  Adds a second floor.

            c)  Velux style skylights would be acceptable but dormer windows remove the

                 neighbour’s privacy.

            d)  The proposed side elevations show the extra mass of the build.

            e)  Plans show the front door on the side elevation, which will cause extra

                 nuisance for the neighbours.

 

      xiv) B/06/00828/TPO/DC – Land opposite 17, Sheepshead Hill

             Trim 10-12ft of Hazel Hornbeam Trees

             Recommended – APPROVAL

 

4)       Planning Applications

 

            i)  B/06/00915/FHA/GP – 4 The Pot Kilns 

               Erection of side extension and conversion of existing garage to form granny

               annexe. Erection of detached garage. Construction of new vehicular access

               and alterations to existing vehicular access.                   

               Recommended – APPROVAL

                Erection of side extension and conversion of existing garage to granny

               annexe.   

               Recommended – REFUSAL

               Erection of detached garage. Construction of new vehicular access

               and alterations to existing vehicular access.  

            a)        Too close to the junction of Raydon Way.

            b)        Sets a president to access by residents onto Shawlands Avenue.

 

          ii) B/06/00850/ADV/RM – Travis Perkins, Milner Road, Chilton Industrial  

    Estate (consulted as the adjoining Parish)

              Applications for Advertisement Consent – Erection of 2 no. tray signs,

              2 no. product signs, 1 mesh fence directory and 1 no. flag pole.

              Recommended – APPROVAL However,

              This council believes there is an over saturation of signs, two or three would

               be more than enough.

 

         iii) B/05/01934/FUL/DB –  48 Cats Lane

                Erection of 11 No. single-storey dwellings in three terraces and one pair

              of semi-detached(existing bungalow and outbuildings to be demolished)

              (AMENDMENT TO ORIGINAL PLANS)

              Recommended – APPROVAL 

 

         iv) B/06/00692/FHM/ – 27 Davidson Close  

              Retention of replacement 2m high boundary fence.               

              Recommended – APPROVAL
