Minutes of the meeting of the Development and Planning Committee
held in The Stevenson Centre on Monday 25th September 2006

1) Apologies for Absence
None
2) Declarations of Interest, Gifts or Hospitality
Cllr.J.R.A.Sayers declared a personal interest with regards to his
membership of Sudbury Town Council and Babergh District Council.
3) Correspondence
a) Suffolk County Council: Minerals Site Allocations, Consultation
The Council Manager advised that the consultation period had been extended to the 27th October 2006.
AGREED the Council Manager to respond, stating that this Council does not support the Chilton site for potential sand and gravel extraction. The Council Manager to state various reasons for the Council’s objections including: -
i) Increased traffic along the B1115, which is already a busy road with increased traffic from businesses operating from the old airbase, as well as future traffic from the proposed Chilton development.
ii) Access by lorries on to the A134, which is a known accident ‘black spot’ and where SCC is already introducing some new safety measures.
iii) This Council does not want to see Sheepshead Hill used as a ‘rat run’ with traffic avoiding the lorries.
b) Suffolk County Council: Request for Disabled Parking Bay
AGREED to advise that the Council has no objection to the provision of a disabled parking bay, however, the proposed site is opposite the proposed Clibbon House development and to suggest they liase with Helen Shackleton at BDC.
c) Resident of Raydon Way: Concern about lighting
AGREED the Council Manager to respond, thanking the resident for her
letter and advise that this is a BDC matter and that our District Councillor
Neil MacMaster will bring the matter to their attention.
4) New Planning Applications
i) B/06/01450/RES/DB – Land adjacent Maldon Grey and Land opposite
63 to 69 Cats Lane
Submission of details under O.P.P. B/OO/01751/OUT – siting, design
and the external appearance of the building(s), and the landscaping,
of the residential development of 42 houses, flats and mobility
bungalows.
Recommended – APPROVAL
The Council, however, expressed their concerns with regards to the
increased traffic on Cats Lane and Newton Road.
Also, that cycle tracks are introduced wherever possible and linked to other
SCC schemes.
ii) B/06/01563/FHA/RM – 2 Pecockes Close
Erection of two-storey side extension
Recommended – APPROVAL
iii) B/06/1160/FHA/RM – 36 Lionel Hurst Close
Erection of single-storey rear extension
Recommended – APPROVAL
5) Items Brought Forward
i) North Cornard Regeneration Group
Cllr.Mrs.P.White, advised that the October meeting had been cancelled and that they were waiting for the date to be rescheduled.
