Minutes of the meeting of the Development and Planning Committee
held in The Stevenson Centre on Monday 12th February 2007

1) Apologies for Absence
Apologies were received from Cllrs.Mrs.C.J.Baker and M.Fryer.
2) Declarations of Interest
Cllr.J.R.A.Sayers declared a personal interest with regards to his
membership of Sudbury Town Council and Babergh District Council.
3) Correspondence
i) Suffolk County Council: Proposed Cycle Routes for Great Cornard
Agreed RECOMMEND to full council the proposed routes. (The plans to be
displayed for all members to review at the next full council meeting)
ii) Resident of Eldred Drive: Request for a footpath in Wells Hall Road
Agreed to RECOMMEND to full Council that the Council Manager passes the
residents letter to SCC with a letter supporting the request. Although it was
understood that Highways would asses the best position for a footpath, it
was generally agreed that the grassed area outside the Middle School
entrance would be an ideal location.
4) New Planning Applications
i) B/06/01577/FHA/GP – 42 Pot Kiln Road
Erection of two-storey rear extension and front porch (existing single garage to
be demolished), increase in roof height to provide first floor accommodation. AMENDMENT
Recommended – APPROVAL
ii) B/06/01280/FUL/DB – Land to the rear of Chilton Mount, Newton road, Sudbury (Consulted as adjoining Parish)
Erection of 8 No. flats. Construction of new vehicular access. AMENDMENT
Recommended – APPROVAL
iii ) B06/0202/RES/GP – 138 Bures Road
Cllr.J.R.A.Sayers declared a prejudicial interest and took no part in the
discussions.
Part submission of detail under O.P.P. B/04/02093/OUT – the siting, design and
the external appearance of the building, the means of access thereto and the
landscaping of site to 1 no. two storey detached dwelling.

This Council maintains its recommendation of refusal of this application. Whilst we are in no position to challenge the findings of Richard Jacksons report, we are firmly of the opinion that soakaways do not represent a long term solution to surface water. Other soakaways in the immediate area have silted up relatively quickly and are, consequently, ineffective.
