Minutes of the Meeting of Great Cornard Parish Council held
in the Stevenson Centre on Monday 12th June 2006.

1. Apologies for Absence
Apologies were received from Councillors A.C.Bavington and Mrs.C.A.Beer-Todd.
2. Declaration of Interests, Gifts and Hospitality
Cllr.J.R.A.Sayers declared a personal interest with regards to his
membership of Sudbury Town Council and Babergh District Council.
Cllr.P.K.Beer declared a personal interest with regards to his
membership of Sudbury Town Council, Babergh District Council and
Suffolk County Council.
Cllr.H.N.Todd declared a personal interest with regards to his membership of Babergh District Council.
Cllr.Mrs.F.A.Jackson declared a personal interest in item 6, as Cllr.Mrs.Jackson is a patient at the Walnuttree Hospital.
Cllr.J.R.A.Sayers declared a personal interest in item 6, as Cllr Sayers is a member of the PCT Steering group.
Cllr.D.C.Allen declared a personal interest in Item 9, as Cllr Allen is a member of the West Suffolk Association for the Blind.
3. Chairman’s Address
Cllrs J.Sayers and N.Proctor, as well as the Council Manager attended
the Cornard Dynamo’s presentation day and awarded trophies to the
Children.
At 6pm on Friday 16th June, St.Andrew’s Church will launch their appeal
to raise funds to replace the roof and build a kitchen, meeting room and
toilet within the church. The Chairman encouraged as many members as
possible to attend the weekends event and announced that he will be
presenting the vicar with a cheque for £3000.00 from his County
Councillor’s locality budget.
4. Minutes of the Meeting held on 8th May 2006
RESOLVED that the Minutes of the Council meeting held on
8th May 2006 be confirmed and signed as a true record, subject to
the following changes
5. Police Beat Officers Report
PC 110 Peck presented the Police report covering the period from the
4th April 2006 through to the 12th June 2006.

7.47pm Cllr.R.Sims arrived at the meeting.
6. Items Brought Forward
Council
Walnuttree Hospital: threatened closure
Cllr.M.Fryer confirmed that the matter has gone to Judicial
Review.
Sound System
The sound system is now on order and should be installed by the first
meeting in September.
Recreation and Leisure
Blackhouse Lane Pavilion
Cllr.R.Sims declared a personal interest.
The Chairman confirmed that the meetings between the three main users
of Blackhouse lane had now taken place and that the reports would be
submitted to the Recreation and Leisure Committee for consideration.
Shawlands: Local Nature Reserve
BDC has confirmed that the PC would need to obtain from the DC its
authority to delegate the power to declare the land as a local nature
reserve under the National Parks and Access to the Countryside Act
1949. The Council Manager to pursue the matter.
Development and Planning
Anglia Estate
The land in front of Hartest Way is currently being landscaped and will be
completed by September.
North Cornard Regeneration Group
Cllr Mrs.White confirmed that work on Clover Court would start in July.
AGREED the minutes for the North Cornard Regeneration Group to be
circulated to all members.
Policies and Finance
Stevenson Centre
The Council Manager advised that no formal offer from BDC had been
received yet, however, a meeting between the Architect and Builder will
take place shortly to arrange a time frame for the work to take place.

8. Correspondence
a) Suffolk County Council: Suffolk Schools Organisation Review,
Consultation Request.
Cllr.H.N.Todd declared a personal interest as Cllr Todd is a Governor
at Great Cornard Middle School.
The Chairman advised that SCC is at the very early stages of
reviewing the current three tier education system
AGREED all members to send in individual responses.
b) LCC Ltd: Enquiry re mobile phone mast at Shawlands
AGREED to refuse their request on the grounds that the proposed site is too close to a residential area and that a mast does not fit in with the Council’s plans to turn the area into a local nature reserve. However, the Council appreciates the need for such masts and would propose the water tower or the Industrial estate as an alternative.
c) Babergh District Council: Local Development Framework, Statement of Community Involvement: Consultation request.
AGREED to invite Sudbury Town Councillor’s to a joint meeting with Riche Cooke from BDC to discuss the matter further.
9. Grant Applications received by the Council for consideration
Under Section 142(2A) of the LGA 1972

RESOLVED to support the application with a grant of £600.00.
Under Section 137 of the LGA 1972
b) St Andrews Church
RESOLVED to support the application with a grant of £1000.00.
c) Home Start Babergh
RESOLVED to support the application with a grant of £500.00.
d) Relate
RESOLVED to support the application with a grant of £300.00.
e) Suffolk Accident Rescue Service
RESOLVED to support the application with a grant of £250.00.
f) West Suffolk Association for the Blind
RESOLVED to support the application with a grant of £100.00.
g) East Anglian Ambulance Trust (Sudbury Responders)
RESOLVED to support the application with a grant of £500.00.
