Minutes of the Meeting of Great Cornard Parish Council held
in the Stevenson Centre on Monday 13th November 2006.

1. Apologies for Absence
Apologies were received from Cllrs. A.C.Bavington, R.Sims and H.N.Todd.
2. Declaration of Interests, Gifts and Hospitality
Cllr.J.R.A.Sayers declared a personal interest with regards to his
membership of Sudbury Town Council and Babergh District Council.
Cllr.P.K.Beer declared a personal interest with regards to his
membership of Sudbury Town Council, Babergh District Council and
Suffolk County Council.
3. Chairman’s Address
The Chairman attended the formal opening of the Barrett’s show homes on the Bakers Mill site, with Barrett’s stating their intention to engage with the local community.
The Council’s Groundsman, Mr David Hunn retired after 18 years of service. The Chairman hosted a retirement party for Mr Hunn on Friday 27th October and presented Mr Hunn with a fishing rod as a thank you for all his years of service for the Council.
The annual Fireworks Display held on Saturday 4th November was a great success and the Chairman thanked everybody involved.
It was with great sadness that the Chairman announced the death of Mr Clive Hesketh. Mr Hesketh was well known for all his work within the football community of Great Cornard and had been one of the organisers involved in the building of the Blackhouse Lane pavilion.
The Remembrance Sunday Service had gone extremely well and the Chairman thanked everybody who took part.
4. Minutes of the Meeting held on 9th October 2006
RESOLVED that the Minutes of the Council meeting held on 9th October 2006 be confirmed and signed as a true record.
5. Police Beat Officers Report
The report covers the period from the 6th October through to the
7th November 2006.
NOTED
Cllr Sayers advised that he hoped to spend an evening patrolling with the
Police on Saturday 18th November.
The Council Manager advised that a Community Support Officer has
been assigned to Great Cornard and should be in place by January 2007.
AGREED to write to the Police requesting that we meet the new CSO at
the earliest available opportunity and that we also enquire as to the actual
powers the position holds.
6. Items Brought Forward
Walnuttree Hospital: threatened closure
Cllr.Mrs.F.A.Jackson advised that the matter had been referred to the
Secretary for State.
7. Fifteen-Minutes Adjournment for the Public To Ask Questions
8. Clean Neighbourhoods & Environments Act 2005, Environmental
Protection Act 1990 and related legislation
Cllr.M.Fryer gave a presentation on the details of the Act, highlighting its
purpose as an environmental enforcement act which covers litter, graffiti,
fly posting and dog control orders.
RESOLVED that the Parish Council proceed with the implementation of
the Act and that the Council forms a small working group to move the
project forward. AGREED to invite Sudbury Town Council to join the
working group along with the Community Warden.
Members of the working group to be Cllrs.M.Fryer, Mrs.F.A.Jackson and
N.MacMaster.
9. Correspondence
a) Babergh District Council: Annual Meetings with Town & Parish
Councils: Parish Representatives

b) Suffolk County Council: Consultation on Older Peoples Local
Authority Day Care Services in Suffolk
Cllr.P.K.Beer declared a prejudicial interest as he is a member of
the Adult Care and Community Services Committee and took no
part in the discussion. Cllr.Mrs.C.J.Baker took the Chair for this
item only.
RESOLVED that the Council Manager respond to SCC with the
Parish Councils views, stating that the service should not be cut and
should remain as is, due to our ageing population. Copies of the
response to be sent to all members.
c) Babergh District Council: Consultation on Abandoned & Nuisance Vehicles Policy
RESOLVED to agree with the suggested policy and to ask the Community Warden for any views which could be submitted.

The Council Manager advised that due to poor service by BDC contractors, the Council Manager had only paid 30% of the bin emptying charges for this year to date. The Parish Council AGREED with this decision and advised that the unpaid balance would go towards the additional costs incurred in employing the Community Warden to monitor and rectifying the matter.
