in the Stevenson Centre on Monday 11th September 2006.

1. Apologies for Absence
Apologies were received from Cllrs.N.H.T.Proctor, H.N.Todd and R.Sims.
2. Declaration of Interests, Gifts and Hospitality
Cllr.J.R.A.Sayers declared a personal interest with regards to his
membership of Sudbury Town Council and Babergh District Council.
Cllr.P.K.Beer declared a personal interest with regards to his
membership of Sudbury Town Council, Babergh District Council and
Suffolk County Council.
Cllr.Mrs.F.A.Jackson declared a personal interest in item 6, as
Cllr.Mrs.Jackson is a patient at the Walnuttree Hospital.
3. Chairman’s Address
7.33pm Cllr.A.C.Bavington arrived at the meeting.
The Chairman confirmed that the new microphone system had been installed during the summer break and gave members a brief demonstration. The actual microphones had been given free of charge by SCC and the base station will cost £1100; half that amount will be met by the County Councillor locality budget.
The Council had entered a wildflower competition for the Country Park run by the East Anglian Daily Times; the Council’s entry was received extremely well with the Council being awarded a runner’s up place.
The Chairman had attended the Parish Cup at Blackhouse Lane, which had been a great success.
The Car Boot sales had continued to run throughout the summer and had gone extremely well. The Chairman thanked everybody involved in their organisation.
The Flagpole at the Church has been stripped and repainted.
In light of the recent changes to the postal charges, the Chairman wanted to thank Cllr.Mrs Beer-Todd for hand delivering all the minutes to members at a considerable saving to the Council over the year.
4. Minutes of the Meeting held on 10th July 2006
RESOLVED that the Minutes of the Council meeting held on
10th July 2006 be confirmed and signed as a true record.
5. Police Beat Officers Report
The report covers the period from the 7th July through to 5th August 2006.
NOTED
PC 49 Goymour-Milne stated that she had been ticketing cars in the
Carsons Drive area, which seems to have had some effect. Thirteen
Community Support Officers are to be allocated to the whole area
and it was therefore hoped, that one of these officers would be assigned
to Great Cornard.
Cllr.Bavington raised concerns over the recent crime wave in schools
nationally and asked whether it was being combated as a national
problem. PC Goymour-Milne confirmed that the CID is investigating.
6. Items Brought Forward
Council
Walnuttree Hospital: threatened closure
Cllr.Mrs.Jackson advised that the Scrutiny Committee is holding a Public
Meeting at Endeavour House on Tuesday 12th September 2006 and that
Cllr.Mrs.Jackson would be making a representation on behalf of Sudbury.

The Council Manager confirmed that plans for site had been put on
display at Poplar Road and Cllr.Fryer confirmed that residents in the
area had been approached with details of the plans.

Committee held on 24th July 2006 were accepted as a true record
of the meeting.

i) Item 3) Further advice on Blackhouse Lane Lease
RESOLVED to vote down the recommendation pending a meeting with the Council’s solicitor and for the matter to be referred back to the Recreation & Leisure Committee’s next meeting.
AGREED advice given by the solicitor to be circulated to all members prior to the next R & L Meeting.
ii) Item 4) Update on Boxing Club Correspondence
RESOLVED to accept the recommendation.
10. Policies and Finance Committee

The Minutes of the Meeting of the Policies and Finance Committee
held on 24th July 2006 were accepted as a true record of the
meeting.

b)Questions to Committee Chairman
Cllr.P.K.Beer advised that many members had attended the Bowls
Club open day in August and that the Bowls Club were looking into
signage to acknowledge the Council’s sponsorship.
