Minutes of the Meeting of Great Cornard Parish Council held
in the Stevenson Centre on Monday 12th February 2007.

1. Apologies for Absence
Apologies were received from Cllrs Mrs.C.J.Baker, A.C.Bavington, M.Fryer and R.R.Sims.
2. Declaration of Interests, Gifts and Hospitality
Cllr.P.K.Beer declared a personal interest with regards to his
membership of Sudbury Town Council, Babergh District Council and
Suffolk County Council.
Cllr.A.C.Bavington declared a personal interest with regards to his
membership of Babergh District Council.
Cllr.Mrs.F.A.Jackson declared a personal interest in Item 6, as
Cllr.Mrs.Jackson is a patient at the Walnuttree Hospital.
3. Chairman’s Address
Cornard Bowls Club have invited all members and their partners to a opening ceremony on Sunday 22nd April at 2.30pm.
The Sudbury Fun Run will take place on Friday 6th April and will start at Sudbury Town Hall and finish at Great Cornard Upper School.
The Youth Shelter has now been erected on the recreation fields and will hopefully encourage the youngsters away from the shop and children’s play area.
4. Minutes of the Meeting held on 22nd January 2007
RESOLVED that the Minutes of the Council meeting held on
22nd January 2007 be confirmed and signed as a true record.
5. Police Beat Officers Report
The report covers the period from the 17th January through to the
9th February 2007. NOTED
AGREED the Council Manager to write to the Police asking when the
second PCSO is soon to be appointed, as well as noting that the Police
had not recently attended a Parish Council meeting and requesting that,
whenever possible an officer attend.
6. Items Brought Forward
a) Walnuttree Hospital: threatened closure
The Health Scrutiny Committee will meet on 8th March, where the PCT
will present their new proposals.
The threatened closure will be discussed at the Sudbury Town Council
Annual Parish Meeting on the 19th March. The local MP is expected to
speak on the matter and Cllrs.P.K.Beer and J.R.A.Sayers will clarify
whether Cornard residents will be able to attend.
b) Amenity land at Bakers Mill
Members were uncertain as to Barrett Home's intentions for this land.
AGREED the Council Manager to write to Barrett asking for
clarification.
7. Fifteen-Minutes Adjournment for the Public To Ask Questions
8. Sudbury Market Town Project Officer Steering Group: Request for
representation and funding.
AGREED the Council Manager to respond, confirming that our elected
member is Cllr.D.Allen and advising that any future correspondence
should be addressed to the Council Chairman.
RESOLVED that the Council does not make a grant to the Steering Group
for the sum requested of £200.00
9. Council Report R1: Energy Saving Proposals for the Council’s
Streetlights
The Chairman thanked the Council Manager for preparing such an
extensive report.
RESOLVED to accept the recommendations and to add a third, as
follows
Recommendations
1. That the Council ensures that any new columns installed are of the
most cost effective and environmentally friendly type suitable
for the location.
2. The Council awaits further developments from the County Council’s
appraisal of the Leafnut system, or other suitable energy saving
solutions.
3. To inform SCC of our interest in the Leafnut system and to request
that they keep us informed as to the project’s progress.
10. Development and Planning Committee
a) Confirmation & Adoption of Minutes
The Minutes of the Meetings of the Development & Planning
Committee held on 22nd January 2007 were accepted as a true record of the meeting.
