Minutes of the meeting of the Policies and Finance Committee

held in the Stevenson Centre on Monday 24th April 2006

1)  Apologies for Absence

      Apologies were received from Councillor A.C.Bavington

 

2)  Declarations of Interest, Gifts or Hospitality

      Cllr.P.K.Beer declared a Personal Interest with regards to his

      membership of Sudbury Town Council, Babergh District Council and Suffolk County Council.

      Cllr.H.N.Todd declared a Personal Interest with regards to his

      membership of Babergh District Council    

  

3)  Chairman’s Announcements

The Chairman welcomed Cllr.Proctor.

 

4) Great Cornard Swimming Pool: Level of Financial Support

AGREED to RECOMMEND to Council that the cap on the Council’s annual support for the swimming pool be raised to £2,200.

 

5) Correspondence

     N.b. Cllrs. Beer & Todd did not withdraw from this discussion, as they had previously, the vote at Babergh DC having now taken place.

        

a)     Cornard Tye Residents Association: Request for financial Assistance

The Residents Association had requested funds to help defray the costs of mounting a campaign to oppose the inclusion of the Carsons Drive site in the Local Plan as building land.

The Parish Council had thanked the Residents Association for its determined campaign but regretted that it had no funds available to make a donation.

A further letter had now been received from the Association, expressing disappointment at the decision, and seeking to clarify the nature of their expenditure.

The Council noted the contents of the letter whilst disagreeing with some of its conclusions. They were, in any case, barred from reversing their earlier decision by Standing orders.

 

b)     Babergh District Council: Dog Fouling, new legislation

AGREED to advise Babergh DC that this Council concurs that it would be advisable for the same Dog Control Order to apply across the District and that it has no objection to BDC passing such an order. This Council would, however, wish to be consulted on the terms of the order before it is passed.

 

5) Items Brought Forward

 

a)     The Stevenson Centre

The Council was pleased to note that Babergh DC had agreed a grant of £6,289 towards the total contract of £14,779 to replace the front doors with automatic doors, and to provide a proper ‘disabled friendly’ ramp.

The Chairman complimented the Council manager on obtaining this grant, particularly in view of the very short timescale for applications
