Minutes of the meeting of the Policies and Finance Committee
held in the Stevenson Centre on Monday 26th June 2006

1) Apologies for Absence
Apologies were received from Councillor A.C.Bavington and Mrs.C.J.Baker.
2) Declarations of Interest, Gifts or Hospitality
Cllr.P.K.Beer declared a personal interest with regards to his
membership of Sudbury Town Council, Babergh District Council and Suffolk County Council.
Cllr.H.N.Todd declared a personal interest with regards to his
membership of Babergh District Council
Cllr.P.K.Beer and H.N.Todd both declared a personal interest in Item 4b).
3) Chairman’s Announcements
The Chairman and Cllr.Mrs.C.A.Beer-Todd attended the Cornard Tye
Residents Association AGM on Sunday 25th June. Cllr Todd advised that the
residents were concerned about the ancient woodland along Sheepshead Hill
and the plans to widen the road. The Associations preferred option would be
to install traffic calming to discourage traffic and to slow any traffic down.
Cllr Todd confirmed that the Parish Council would work with them on this
matter.
4) Correspondence
a) Sudbury Town Council: Response to invitation to joint meeting
AGREED to follow up STC’s agreement to a joint meeting on the Local Development Framework.
b) Resident of Hillside Road: Car boot sales/provision of disabled swing
AGREED the Council Manager to respond to the resident, advising that there are several issues to be considered with regards to the installation of a disabled swing and the matter has been referred to the Recreation and Leisure Committee for consideration.
5) Items Brought Forward
a) The Stevenson Centre
The Council Manager advised that Building Regulations were required, as the new ramp is for disabled access. Once approved, we will then receive the offer letter from BDC and the work can scheduled to start.
6) Financial Matters
a) To approve 2005/2006 Accounts
It was agreed to RECOMMEND to Council that the accounts be approved and the Chairman and Responsible Financial Officer sign them on behalf of the Council.
It was agreed to RECOMMEND to Council that the Statement of assurance be signed by the Chairman and the Responsible Financial Officer on behalf of the Council, with the answer ‘yes’ in paragraphs 1,2,3,4,5,6,7
& 8.

7. Reports concerning Managers annual appraisal, Clerical Assistant
appraisal, attendant salary payments
Agreed to RECOMMEND to full council the reports recommendations.
8. Proposal to Exclude Press and Public
RESOLVED to exclude the Press and Public.
9. Stevenson Centre Users: arrears in payment
Agreed to RECOMMEND to Council that the group be given a payment
holiday of 4 months, on the proviso that they continue to make payments
throughout this time to reduce their arrears. A meeting to be held with the
groups committee and members of the Council in November to assess the
situation.
