Minutes of the meeting of the Policies and Finance Committee
held in the Stevenson Centre on Monday 22 October 2007

1) Apologies for Absence
Apologies were received from councillor R.I.Wade.
2) Declarations of Interest, Gifts or Hospitality
Cllr Beer declared that he is a Suffolk County Councillor, Babergh District
Councillor and Sudbury Town Councillor. Cllrs H.Todd and Newman declared
that they are Babergh District Councillors. These members also asked that it
be noted that their views expressed at this meeting would be based on
information available at the time and might not be the same as those
expressed at meetings involving other councils.
3) Chairman’s Announcements
The Firework Display will take place on Saturday 3rd November 2007.
4) Items Brought Forward
a. Stevenson Centre Task Group
The Council Manager to chase the Decorator for a start date.
S.A.S will be taking on the upkeep of the Planter outside the main doors
and Cllr Proctor has kindly donated the bulbs to get the project started.
b. Village Hall Lease
AGREED that the matter of the lease be added to the next Policies and
Finance Committee Agenda and that Cllr H.Todd prepare a report on the
Matter.
5) Resident of Pot Kiln Road: Concern re use of Stevenson Centre car park
AGREED to write to the resident, thanking him for his concern and stating that
the Council will monitor the situation and are also in the process of looking into
the possibility of having CCTV installed.
6) Council Report S1: Proposal to amend Standing Orders Section 11.1(i)
Members thanked the Council manager for preparing an excellent report.
AGREED to amend 1.2 to read
For contracts exceeding £50,000 in value, tenders are to be invited from at
least three firms, which shall be submitted in sealed envelopes opened at the
same time by the Council Manager and the Chairman of the Council of the
day or the Chairman of the appropriate Committee.
Agreed to RECOMMEND the amended report and its recommendations to
full Council.
7) Proposal to amend Standing Orders concerning delegated
Powers.Section 71.4
The Proposal is to remove delegated powers to protect the Planning
Chairman of the day.
Agreed to RECOMMEND to full Council that the Standing orders of the Council be amended by the removal of Section 71.4 with immediate effect.
Agreed to RECOMMEND to full Council that the Development & Planning
Committee continue to meet during August.
8) Theft of Disabled swing: to consider a replacement
Agreed to hold the matter in abeyance until the proposed CCTV is
installed. In the meantime, if possible, the old swing should be put back.

The Council Manager reported that the current Great Cornard flags have become faded and tatty.
Agreed to RECOMMEND the purchase of three new Great Cornard flags at a cost of £135.00 each.
