Minutes of the meeting of the Policies and Finance Committee
held in the Stevenson Centre on Monday 24 September 2007

1) Apologies for Absence
None
2) Declarations of Interest, Gifts or Hospitality
Cllr Beer declared that he is a Suffolk County Councillor, Babergh District
Councillor and Sudbury Town Councillor. Cllrs H.Todd and Newman declared
that they are Babergh District Councillors. These members also asked that it
be noted that their views expressed at this meeting would be based on
information available at the time and might not be the same as those
expressed at meetings involving other councils.
3) Chairman’s Announcements
The Chairman advised, that if any members of the public contacted them with
concerns over the recent case of Bluetongue virus reported in Suffolk, that
they should get in touch with either himself of Cllr Beer.
4) Items Brought Forward
a. Stevenson Centre Task Group
The re-decoration work should begin shortly. The Council Manager is
waiting for a response from the CDRP on possible funding for CCTV.
Cllr Beer requested that once the work is completed on the Stevenson
Centre, the Task Group carries out an update on all the Council’s assets.
b. Village Hall Lease
Cllr Mrs Baker reported that the meeting on Thursday 20th September
between the Parish Council and the Scouts had been very useful.
AGREED that the matter of the lease be added to the next Policies and Finance Committee Agenda and that Cllr H.Todd prepare a report on the matter.
Agreed to RECOMMEND that the Council give the Scouts permission to
rent the Hall out for small functions, with the proceeds going to the Parish
Council by way of a contribution to the renovation costs. The Council
Manager to advise the Council on issues arising from this change
ie. the legalities of changing the Lease, Health & Safety requirements,
fire regulations and entertainment licenses required.
5) Parish Notice Boards: proposal for a new board
AGREED the Council manager to investigate and report back to the
Committee, the cost of installing two new notice boards near Maldon Court
and Wells Hall Old school.
8.55pm Cllr Newman left the meeting
Cllr Beer confirmed that it has always been the Council Policy not to allow
Political parties, private business or enterprises to use the Council’s Notice
Boards.
AGREED Cllr Mrs.Jackson to write an article for Cornard News on the
matter.
6) Council Tendering Process
AGREED the Council manager to prepare a report on the matter for the
committee to consider at its next meeting.
7) Financial matters

Cllrs commented that the figures were encouraging and thanked the Council Manager.
