Minutes of the meeting of the Recreation and Leisure Committee
held in The Stevenson Centre on Monday 26th February 2007

1) Apologies and Substitutions
Apologies were received from Councillors A.C.Bavington, M.Fryer, N.MacMaster, R.R.Sims and D.R.G.Thomas.
2) Declarations of Interest, Gifts or Hospitality
Cllr.P.K.Beer declared a personal interest with regards to his
membership of Sudbury Town Council, Babergh District Council and
Suffolk County Council.
Cllr.H.N.Todd declared a personal interest with regards to his membership of
Babergh District Council.
3) Blackhouse Lane Pavillion
The Chairman reported that the meeting had been constructive and as
a result the following draft agreement was agreed.
The Dynamos
Will pay an annual rent for the use of the pavilion and pitches of £3,200 fixed for 4 years from 31st May 2007.
Will have the use of, and manage, the council’s pavilion at Blackhouse Lane.
Will pay the electricity bill.
Will carry out minor repairs to the pavilion
Will be responsible for internal decoration.
Be responsible for insurance of their own equipment and ‘contents’ insurance on the pavilion.
Carry out their own line marking
Carry out minor pitch/goalmouth repairs as required.
Keep the grounds and car park free of litter etc
Operate a system of bookings when other teams wish to use the Blackhouse Lane pitches (excluding Cornard United pitches)
Pitch fees paid by other teams will be retained by the Dynamos.
Permission for other teams to use the facilities at Blackhouse Lane will not be unreasonably withheld.
Great Cornard Parish Council
Will grant aid the Cornard Dynamos £1,000pa fixed for 4 years from 31st May 2007.
Will allow the Dynamos to use and manage the Blackhouse Lane pavilion
Will pay for general grass cutting/maintenance as part of their larger grounds maintenance contract.
Will pay for buildings insurance on the pavilion.
Will be responsible for major repairs to the fabric of the building. (Dynamos Chairman is given discretion to put work in hand, where this is considered urgent).
The Council intends to meet with the Dynamos to, negotiate the following four year period, during January 2007.
Agreed to RECOMMEND the draft agreement to the full Council.
A meeting will be held on Monday 19th March at 3pm with all Blackhouse Users attending.
4) Items Brought Forward
a) Country Park
Following on from BDC’s list of planting scheme’s for 2007/8, it was
AGREED that the Council Manager write to BDC requesting that a number
of trees be planted at the Bakers Mill site, on the new grassed area where
the large advertising sign has been erected.
The Parish Council has erected the old Poplar Road notice board on the
small piece of land next to “The Hoys” development on Broom Street. This
piece of land is owned by SCC and the Parish Council gained written
permission from SCC to have the notice board erected. AGREED the
Council Manager to pursue the possibility of planting a tree on the site,
however, it was noted that a large soakaway is positioned on the site and
this may not be possible.
